努力尝试从信息与社会控制的角度理解知情权，探讨知情权发生、发展的内在机理，为知情权保护制度的建构提供现实的，而非象牙塔似的理论基础。并认为，信息是知情权的核心问题，知情权即意味着要求公开信息一方在与要求隐藏信息一方的力量对比中获胜或努力争取胜利，知情权与社会控制权的归属密切相关，因此知情权的背后其实是社会控制权的争夺，应此为准绳来更科学地配置社会上的信息资源。It tries to understand the right to know from the angle of information and social control, discusses the inner mechanism of right-to-know's occurrence and development, and provides realistic instead of ivory-tower theoretical basis to the construction of right-to-know's protecting system. It also thinks that information is the core problem of right to know. Right-to-know means that the public information should beat or try to beat the hidden information, and the right to know has a close relationship with social control's affiliation, hence the right-to-know actually is to contend for social control, we should take it as criterion to allocate social information resources.
