Joseph Curcio, Harry Davidoff and George Baker were the lynchpins of a 1955 drive to organize fake paper union locals for the International Brotherhood of Teamsters. The effort gave ascending Teamsters leader Jimmy Hoffa complete control of the union in New York City and the Eastern Seaboard of the U.S. Several years later Hoffa succeeded Dave Beck as IBT boss. The trio of Curcio, Davidoff and Baker illicitly elected John O'Rourke Hoffa's hand picked dupe.
